Home prices push past rising rates, says report

Mortgage rates are about a full percentage point higher today than they were at the beginning of March. The average rate on the 30-year fixed hit 4.80 percent by the middle of last week, according to the Mortgage Bankers Association. That is the highest since April 2011.

Rates have been trending higher on expectations that the Federal Reserve will begin to taper its investments in mortgage-backed securities.

Home prices are also trending higher in part due to the fact that there are fewer distressed properties for sale. Excluding distressed sales, prices were up 11.4 percent year over year. Distressed properties have seen big price jumps in the past year, as investors fight to get the remaining bargains.

Markets hit hardest by the housing crash have seen some of the biggest price gains: Nevada home prices were up 27 percent annually in July, California up 23 percent and Arizona up 17 percent. Completed foreclosures nationally were down 25 percent in July from a year ago, according to CoreLogic.

Prices are also getting a boost from the sheer lack of properties for sale. Inventories are way down in local markets across the nation, and home builders are not ramping up production fast enough to meet new demand.

While the inventory situation is not expected to ease very much over the next year, home prices are expected to weaken slightly, as higher rates and weak income growth put a cap on just how high prices can go.

Top cities to buy bargain fixer-uppers don’t include San Francisco

San Francisco doesn’t offer the best area for people hoping to buy bargain fixer-upper homes, probably because even fixers sell for a fortune in the Bay Area, and not many properties end up foreclosed or otherwise abandoned to decay much anyway, given the value of property in general. So, even among our few homes for sale needing “TLC,” we don’t find many “bargains.” The properties above show that.

Among the currently MLS listed homes for sale in San Francisco proper, only 16 came up under a parameter search for “fixer-upper,” and zero came up when the term “foreclosure” was also added. RealtyTrac maps SF’s pre-foreclosures (we’ve got 180 shown in purple below), bank owned (we have 185 marked in gold below), and for auction properties (we’ve got 41, marked in red below). This section of the map shows you a portion of the RealtyTrac heat map.

Slim pickings, really, in a city with a lot more potential homebuyers than potential homes for sale. The city’s inventory in May was down 24.5% year-over-year.

Best cities for fixer-upper bargains

RealtyTrac, prolific provider of U.S. real estate data with a particular focus on foreclosure-related activity, analyzed national data to find the 15 best markets for buying fixers at discount prices. The figures show the number of foreclosed homes old enough to potentially be candidates for makeovers that are also valued at $100K or less– a sure sign, in more robust markets– of a bargain. Also analyzed here: the average market value of a distressed home as well as the change in the median sales price of such properties in each location year-over-year.

“Low-priced homes are still plentiful in many markets, particularly in the form of foreclosures,” said Daren Blomquist, RealtyTrac vice president. “While these homes may be in need of more work than a typical home and are certainly harder to find now than in previous years, buyers and investors willing to put in a little extra legwork and sweat equity can often find the best deals in their markets on these foreclosure fixer-uppers.”

RealtyTrac analysis found that nationwide , there are more than 51,000 potential foreclosure fixer-uppers: bank-owned homes that were built before 1960 with an estimated market value below $100K.

Meanwhile, back in SF

As usually happens when we compare other parts of the country to San Francisco, our home prices stand out in sharp relief. For less than you’d need for a downpayment on a fixer here, you could buy an entire home outright somewhere else. So if your reason for wanting a fixer-upper is bargain price (though of course, “bargain” is a relative term), you might want to look elsewhere.

Housing Investors Cool on Buy-to-Rent Model

Nearly half the investors surveyed said they planned to cut back on purchases of homes in the coming year; in a survey last August, just 30 percent said they planned to cut back. Only 20 percent of investors said they plan to increase purchases, compared with 39 percent who said they would last August.

All this could have a significant impact on the housing recovery.

“If the investors gets sidelined—along with first-time buyers who are already sidelined—this housing market falls apart quickly,” says Mark Hanson, a California-based housing and mortgage analyst. Hanson points to still-high levels of negative equity, which has kept many homeowners stuck in place.

Connecticut-based Carrington Mortgage Holdings, a hedge fund that had been buying distressed homes, recently stopped.

“We think the market is a little bit too frothy,” said Carrington’s Rick Sharga in an interview last month. Home prices are now up 12 percent from a year ago nationally, according to CoreLogic, but have risen far more greatly in formerly distressed markets where investors originally focused their purchases.

“The general consensus right now is that the bargains are drying up when it comes to buying foreclosed properties,” adds Sharga.

That is largely due to a lack of distressed homes for sale. The number of foreclosure sales in the first quarter of this year fell 22 percent from a year ago, according to RealtyTrac, a real estate website. The number of short sales, when the home is sold for less than the value of the mortgage, also fell, as rising prices provided less incentive for banks to agree to such deals. Some claim banks are actually holding onto repossessed homes, waiting for prices to rise higher.

Investors accounted for 19 percent of home sales in April, according to the National Association of Realtors, down from 24 percent in all of 2012. Investors include individual buyers as well as large hedge funds, but the hedge funds have been getting much of the attention, credited with juicing prices in the hardest hit housing markets like Phoenix and Las Vegas. Their so-called REO-to-Rent strategy (Real Estate Owned-to-Rent) has evolved into a new asset class, with two of the companies that engage in the practice going public this year as real estate investment trusts (REITs).

Here’s What Is Fueling the Housing Boom in Vegas

Investors swarmed into the Las Vegas market, much like they did in Phoenix, AZ, using all-cash private equity funds to buy distressed properties in bulk. As competition grew and supplies shrunk, prices took off. While still well below the peak, the median home price is up 24 percent in Las Vegas from a year ago, according to Applied Analysis. Part of that is a shift in the mix of homes selling, as fewer distressed homes come to market. The new dynamic has kept regular move-up buyers on the sidelines and new listings historically low.

“What’s holding people back from buying a property is a fear of selling their property and not being able to find one. That’s what the problem is,” noted Herrera.

The Las Vegas market is being fueled by investors, but even the investors can’t find the great bargains anymore. While the economy has improved some, the drop in foreclosures is really due to a new law that went into effect in Nevada last year; it criminalizes faulty foreclosures. Banks have therefore tried to do more short sales and loan modifications. Foreclosures in Nevada dropped 36 percent in 2012 from the previous year, according to RealtyTrac, but the distress is still there.

“People in Las Vegas talk about shadow inventory to the point where nobody really wants to talk about it anymore, said Mike Brunson, a local appraiser. “People will argue and say it isn’t, but I can name a dozen people off the top of my head who have been in their houses for over three years without a payment.”

Brunson called Las Vegas the Titanic of the real estate market. It was once thought unsinkable, and even now that the worst is over, he still thinks the market is on a well-provisioned life raft, not on solid ground.

“The only thing that concerns me is that we have been here before and the market itself is not what is driving the price increases. It’s not that we have new employers coming in and creating tens of thousands of new jobs that are leading to people buying new houses. It’s ‘Las Vegas is on sale,’ and investors are buying up everything they can in the used market.

Whatever the cause, the result is new construction and new life breathed into the nation’s home builders.

“There’s been a lot of talk about shadow inventory. It’s gone on for years, and the reality is there’s not enough inventory out there to meet demand today. Demand has increased, certainly our buyers see that, and we’re getting a lot of buyers because of that,” argued Andrews, whose company is, he said, building 150 percent more homes than a year ago.

Brunson acknowledged there is no question the demand is real. The sales are real. But he still worries about the fundamentals, such as the slow economic growth and the fact that so much of the funding for new home sales is coming from low down payment, government-backed mortgages.

“We have been here before,” said Brunson.

What remains to be seen is if history will repeat itself or if this recovery is as unique as the collapse that preceded it.

Bay Area housing trends continue: Sales are up, prices are down

December real estate activity in the Bay Area mirrored the rest of the year’s activity — sales slowly gained while prices dropped.

Home sales increased 4.4 percent from December of 2010, market researcher DataQuick reported Wednesday, marking the sixth consecutive month Bay Area home sales rose on a year-over-year basis. In the same period, the median price declined 6.3 percent, falling to $351,500.

The loss of value in Bay Area homes has been a developing trend since the mortgage crisis struck in 2007. From the beginning of that year to the end of 2011, the loss in home value in five Bay Area counties was $387 billion, a 33 percent decline. That figure — calculated by DataQuick for the Bay Area News Group based on the average price per square foot paid for housing — is necessarily an estimate, because it’s based on the value of houses sold, and the types of homes sold in both periods.

Contra Costa County was hit the hardest, followed by Alameda, Santa Clara, San Mateo and San Francisco, in that order. There was a wide variation within counties, with some areas hit harder than others.

DataQuick president John Walsh said the pattern reflects the drive to find bargains in the distressed Bay Area housing market, for which DataQuick examines 10 counties in the region.

“Many of the deals that did make their way through the system were in the distressed arena — foreclosures and short sales. Much of it was deeply discounted cash

purchases, disproportionately at the lower end of the price scale,” Walsh said in the San Diego-based company’s news release.

Sales of homes that had been foreclosed upon within the previous 12 months accounted for 28.6 percent of homes resold in the Bay Area in December, DataQuick reported, though that metric decreased from 30.1 percent in December 2010. Short sales — which is when a house sells for less than the remainder of what was owed on the property — were about 21 percent of Bay Area homes resold in December, up from 18.1 percent a year earlier.

The biggest Bay Area decrease in median price for new and resale homes and condos for the month of December was in San Mateo County, where the median price dived from $560,000 in December 2010 to $500,000 in the same month last year, a decline of 10.7 percent. Sales declined on the Peninsula as well, dropping 2.3 percent from the same month in the previous year.

Santa Clara County also experienced a drop in sales from the year before, falling 2.1 percent from 1,646 homes sold in December 2010 to 1,616 sold last month. Alameda and Contra Costa counties were more in line with the overall Bay Area trend: Alameda County experienced a 4.5 percent increase in sales, hitting 1,584 homes sold, and a 5.5 percent decrease in median price, to $328,000; Contra Costa County’s home sales rose 3.1 percent year-over-year, to 1,534, with the median price dropping 2.3 percent to $259,000.

Extreme examples of the trend occurred in the North Bay, with Sonoma and Marin counties experiencing double-digit growth in year-over-year home sales and large dips in median price at the same time. Sonoma County’s home sales increased 17 percent to 538, while the median price fell 9.8 percent to $279,500; 280 homes were sold in Marin County in December, a 23.9 percent increase from the same month in 2010, while the median price declined 13.6 percent in the same period to $517,818.

While the volatility of prices has caused stress among realtors, experts say it is the perfect time to buy a home — if you can qualify for a loan in the tough credit market.

“We’re going to see prices stabilize,” Ken Rosen, chairman at the Fisher Center for Real Estate and Urban Economics at UC Berkeley, said late last year. “It’s already happening in pockets like Silicon Valley and San Francisco. If you want to buy a house, it’s probably the best time in California in 30 years.”
