Commercial real estate goes hand in hand with the local economy. If more jobs are being created, companies need more office space. If job shrink, then office vacancies increase.

Edward Del Beccaro, managing director of the East Bay office of commercial real estate firm Transwestern, has 34 years of experience in the commercial real estate industry. Before joining Transwestern, he headed up the local offices of commercial realty brokerages Colliers International and Grubb Ellis.

He recently was interviewed about the commercial real estate market and the regional economy. His comments have been edited for length and clarity.

Q: What is your assessment of the Bay Area economy?

A: The Bay Area is one of the healthiest metro areas for job creation in the entire United States. It is because of the intellectual capital in the South Bay and San Francisco, and the manufacturing and transportation capabilities in the East Bay. That’s been the division of labor here for a long time.

Q: What about the East Bay? How do you see that economy?

A: The East Bay is characterized by anemic growth, but growth nonetheless. The Port of Oakland and the refineries will help the East Bay economy grow, even if it is very slow growth. The East Bay will have anemic growth, but most of the country is going to be jealous of that growth.

Q: The South Bay has enjoyed strong leasing activity from Google (GOOG), Apple (AAPL), and other major tech companies. Do you think that office leasing boom is going to continue?

A: I think it will hold steady despite all the bad crosswinds.

Q: What are some of those crosswinds?

A: My daughter is deployed on a Navy ship in the Persian Gulf right now. If there is an Iranian or Middle East oil event, that will be an issue. That will flatten growth.

Q: What about the East Bay commercial real estate market? What is happening there?

A: Our current trend of slow growth and slow leasing continues. Look at the job creation vehicles and the absorption. They are more dynamic in the South Bay than the East Bay.

Q What trends do you see for the retail market in the East Bay?

A In eastern Contra Costa County, there are rising vacancies for big-box retail. Developers overproduced retail in East County. It’s because of the foreclosures that there was less demand for retail than anticipated.

Q: What about the new Paragon Outlets in Livermore? Why are those doing so well?

A: That part of the East Bay was underserved. You have the BART station in the area and connections to the Central Valley, and the Paragon outlets are near two major freeways, 580 and 680, that intersect in the area. And they are building new houses in Livermore and Dublin. Forget about the foreclosures, the prices are high enough that they are building. The Tri-Valley is strong because that is a commuting suburb to Silicon Valley.

Q: How is retail doing in the South Bay?

A: South Bay retail is strong. Retail reflects the dynamics of strong engines for growth. Cars, merchandise, restaurants are all doing well. Same thing in San Francisco. Same thing in Walnut Creek and Emeryville and the Tri-Valley. Those are all good retail markets.

Q: What is your assessment of the downtown Oakland office and retail markets?

A: Oakland is a tale of several cities. Uptown is healthy and getting healthier. Jack London Square is getting better. Broadway addresses tend to be tougher for getting tenants in there. You never know when you’re going to be shut down because of an Occupy protest march.

Q: Overall, will Oakland see improvement?

A: Oakland, because of its central location and transportation access, has a lot of potential.

Q: Long term, do you see that Silicon Valley is going to continue on its growth pace for the commercial property market?

A: Bottom line is that Silicon Valley continues its present leasing and absorption activity and levels. And that will benefit the entire Bay Area.

SAN JOSE, CA-Kidder Mathews continues to grow its Bay Area commercial real estate group, adding five brokers to its downtown office and one each to its San Francisco and Redwood Shores offices. The new hires bring the firm’s roster in this region to 73 agents, with all seven brokers hailing from Grubb Ellis.

The local office welcomes veteran brokers Joe Scuncio, an office/RD specialist; Nigel Keep, investment properties; Kristopher Blais, a retail specialist; and James Viso and Shaun Enferadi, both industrial brokers. Mike McCormac, an office specialist, joins the firm’s San Francisco office as VP, and Bill Kurfess, an office/RD specialist, joins the firm’s Redwood Shores office as SVP.

“The agents we’ve hired bring a varied mix of specialties to enrich and expand our service lines in each of our offices,” said Reed Payne, EVP of brokerage services for Kidder Mathews, in a prepared statement. “We are thrilled to have this caliber of brokers join our group.”

Payne tells GlobeSt.com that, while more new hires aren’t imminent, he is always seeking new agents to join the firm. In Northern California, the company is looking to grow its property-management and appraisal divisions, having in the last 60 days hired Nanci Vega as senior property manager, and Brad Paul as head of appraisal.

“The overall vision for the company is to be recognized as the premier provider of commercial real estate services in the Western U.S.,” Payne continues. “With that as the vision, the goal is to have the highest-quality agents we can get, and these hires definitely fit that goal. We’ve hired people in almost every specialty we deal with, and they are all very capable, very strong agents.”

As GlobeSt.com recently reported, earlier this month Kidder Mathews broke ground on Motion Water Sports’ 135,000-square-foot Pacific Northwest corporate headquarters in Snoqualmie, WA. Also, in April, Kidder Mathews and Binswanger were retained by Kimberly-Clark Corp. to sell its exceptionally rare waterfront industrial property in Seattle. Located on the central waterfront at 2600 Federal Ave., the property boasts more than 2,500 linear feet of deep-water industrial shoreline area and a total land area in excess of 66 acres. It is immediately adjacent to Naval Station Everett, home of the USS Nimitz carrier battle group, and the Port of Everett main terminal.

broker Nick Slonek to head it up.

The newest American office marks Avison Young’s 12th location outside of Canada, the company’s third California office, and the next step in the firm’s aggressive growth and expansion strategy, according to CEO Mark Rose.

Slonek will be principal and managing director for Northern California. The Avison Young office will be on the fifth floor at 601 California Street. Slonek said that he is in advanced talks with a group of brokers likely to make the move to Avison Young.

“It’s an experienced group that we are going to have here — there are going to be a lot of transactions by the end of the year under the Avison Young umbrella,” said Slonek.

Over the past three years, Avison Young has grown from 11 to, now, 29 offices in 26 markets and from 300 to more than 900 real estate professionals across Canada and the U.S.

“The hiring of Nick Slonek is in line with our strategic plan to expand our commercial real estate services with high-quality leaders across the nation,” said Rose. “The San Francisco Bay Area — and the entirety of the Western U.S. region — is a vast and expanding real estate market and a focal point for many of our investor and occupier clients.”

Webb said that Avison Young is using its “highly profitable platform and its pristine balance sheet” to recruit other senior brokers and executives to fill the company’s service delivery needs in San Francisco and the Western region, and that plans for the company include further acquisitions to grow the Avison Young brand internationally.

It’s not every day that a parking lot goes for $41 million. In cash.

Except this parking lot, at Howard and First streets in San Francisco, is located in one of the hottest commercial real estate markets in the country.

Late last week, New York’s Tishman Speyer Properties closed escrow on the space, which, by the end of next year will be transformed into a 10-story, 286,000-square-foot office building serving “tech tenant demands and needs perfectly,” said Allen Palmer, managing director at Tishman Speyer’s San Francisco office, in an e-mail to Bay Area real estate brokers.

Two distinguishing aspects of the deal: It’s the first “spec development” (i.e. built from the ground up with no signed tenants) in the city since the onset of the recession in 2007, and no debt financing is involved. The land, architectural plans and construction costs – the latter estimated between $180 million and $185 million – is “funded with all equity,” said Palmer.

“Tishman has just turned on the light switch,” said Daniel Cressman, executive vice president at Grubb Ellis, suggesting that San Francisco’s tech-driven market, especially in the South of Market area, may see similar deals in the near future. (Grubb Ellis, which was recently acquired by New York’s BCG Partners, is not involved in the Tishman Speyer deal.)

In fact, Tishman Speyer cut an even bigger spec deal at 222 Second St., which is also a parking lot. Scheduled to begin construction next year and to be open for tenants in the fall of 2014, the “world-class” $100 million, 27-story, 452,000-square-foot high-rise is “purposely designed … to cater to the tech user, yet also appeal to the professional, traditional office space user,” said Palmer.

Partnering with Tishman Speyer in both deals is JPMorgan Chase Asset Management, which bought a majority stake in China Basin Landing in January for $415 million. Like Tishman Speyer, which owns 555 Mission St., another spec project, and Infinity Towers, the upscale condo complex on Spear Street, JPMorgan has identified South of Market as the place to be.

“The demand is relentless, especially for tech space,” said Michael Covarrubias, CEO of TMG Partners, which is putting the finishing touches on the retrofit of 1275 Market St., a 17-story office building across the road from Twitter’s soon-to-be-occupied new headquarters.

The space at Howard and First streets is part of the 1.2 million-square-foot Foundry Square development, originally designed for Sun Microsystems. Three architecturally similar 10-story buildings are occupied by Oracle, the law firm of Orrick, Herrington Sutcliffe and BlackRock, the global investment management company.

The fully leased BlackRock building reportedly has been sold for $240 million by another New York property company to the State Teachers Retirement System of Ohio. A second Foundry building, owned by Utah Retirement Systems and leased to Oracle, was put on the market in February, with a reported asking price in the $185 million range, “or just shy of an eye-popping $800 per square foot,” according to Real Estate Alert, an online newsletter.

“Our initial goal is to find one tenant” for the space at Howard and First streets, Palmer told potentially interested brokers. “But don’t let that goal get in your client’s way if they would like to pursue part of the building.”

Buyers’ market: If San Francisco real estate is a little too rich for your blood, how about Oakland? Home sales are up, especially in the condo market, and property developers are keen to show you their wares.

A number of developers and real estate firms, including Holliday Development and Uptown Place, are part of a monthlong business campaign called Passport Oakland, designed to entice folks to experience a city that has had some not-so-good press lately. Five “new home communities” are available for inspection, plus neighborhood tours. Barbecues, wine tasting, deals on meals and $100 gift-card prizes are among other incentives.

San Francisco Assessor-Recorder Phil Ting announced Thursday that the value of the City’s real estate grew by nearly $2 billion in the past fiscal year, a contrast to decreasing property values in most other parts of California.

The total roll assessment value, a combination of residential and commercial property values, grew by 1.3 percent to $163 billion during the fiscal year that ended June 30.

“We’re very, very fortunate in San Francisco,” Ting said. “We still have the strongest real estate market in the state.”

He said many homeowners are still worried about the real estate market but predicted “we’re going to see a continued resurgence” in the coming years.

Daniel Cressman, executive vice president of the commercial real estate company Grubb Ellis, said the value of the city’s commercial properties are doing particularly well.

San Francisco is “one of the very few markets in the entire country where investment demand for commercial office space is far outstripping the available supply that’s for sale,” Cressman said.

That has led to property value increases of up to 40 percent in recent years, he said.

John Lee, the former president of the San Francisco Association of Realtors, said the residential market is not doing as well, particularly for middle-class homeowners.

“People worried about jobs can’t commit to a long-term financial obligation,” Lee said.

He said, “I think the worst is behind us,” but predicted the next few years for the market will probably be about the same as the past one.

About 18,800 owners of single-family homes received a one-year temporary reduction last year in the assessed value of their properties, saving them a combined $27 million in taxes, Ting said.
