<p>  Mortgage rates are about a full percentage point higher today than they were at the beginning of March. The average rate on the 30-year fixed hit 4.80 percent by the middle of last week, according to the Mortgage Bankers Association. That is the highest since April 2011. </p>
<p>Rates have been trending higher on expectations that the Federal Reserve will begin to taper its investments in mortgage-backed securities. </p>
<p>  Home prices are also trending higher in part due to the fact that there are fewer distressed properties for sale. Excluding distressed sales, prices were up 11.4 percent year over year. Distressed properties have seen big price jumps in the past year, as investors fight to get the remaining bargains.  </p>
<p>  Markets hit hardest by the housing crash have seen some of the biggest price gains: Nevada home prices were up 27 percent annually in July, California up 23 percent and Arizona up 17 percent. Completed foreclosures nationally were down 25 percent in July from a year ago, according to CoreLogic.  </p>

<p>  Prices are also getting a boost from the sheer lack of properties for sale. Inventories are way down in local markets across the nation, and home builders are not ramping up production fast enough to meet new demand. </p>
<p>While the inventory situation is not expected to ease very much over the next year, home prices are expected to weaken slightly, as higher rates and weak income growth put a cap on just how high prices can go.  </p>

			<content:encoded><![CDATA[<p>The housing rebound has helped about 150,000 underwater Bay Area homeowners regain equity &#8211; the fastest rebound rate in the country &#8211; although about 200,000 still owe more than their homes are worth, according to a real estate report. </p>
<p>Throughout the nine-county region, about 18 percent of all homes with a mortgage &#8211; or 205,819 homes &#8211; were underwater as of June 30, according to real estate service Zillow.com. That&#8217;s a big comeback from just 15 months earlier, when negative equity peaked both locally and nationally.</p>
<p> In late March 2012, almost a third of Bay Area homeowners with mortgages &#8211; 31.2 percent, or 355,879 homes &#8211; had loans larger than their house&#8217;s value.</p>
<p>About one-third of homes are owned outright with no mortgage; they are excluded from the percentage rates.</p>
<p>&#8220;The Bay Area is getting out of negative equity at a much faster pace than anywhere else in the country,&#8221; said Stan Humphries, chief economist for Zillow. &#8220;It was a huge percentage point decrease there. Nationally the decrease is much smaller.&#8221;</p>
<p>Nationwide, the negative equity rate is 23.8 percent of mortgaged homes, Zillow said. </p>
<h3 class="subhead">Home prices surge</h3>
<p>Most of the gains are because of a surge in home prices as local real estate markets have grown heated. A smaller share stems from underwater homes changing hands, either as foreclosures or short sales, thus wiping out their negative equity.</p>
<p>The report comes as Richmond &#8211; among the areas most underwater &#8211; considers taking the radical step of invoking eminent domain to forcibly seize underwater mortgages and slash their principal to restore some equity to the homeowners. Richmond says the goal is to prevent foreclosures and stabilize neighborhoods.</p>
<p>Being underwater has huge implications for a homeowner, particularly when combined with a financial shock &#8211; death, divorce, job loss or mortgage payments resetting higher, for instance. </p>
<p>People who have equity in their homes, the largest asset for most Americans, generally have more consumer confidence. </p>
<p>&#8220;Homeowners feeling like they are richer in home values does translates to them feeling a bit &#8216;spendier&#8217; on the consumer side of their expenditures, which will strengthen broader economic recovery,&#8221; Humphries said. </p>
<p>Not surprisingly, negative equity is most prevalent in areas that were ravished by foreclosures. The Solano County communities of Vallejo, Fairfield and Suisan City have underwater rates above 47 percent of mortgaged homes. </p>
<p>The Contra Costa towns of Pittsburg, Richmond, Antioch, Hercules and Oakley have rates well above 40 percent. Some Oakland ZIP codes also have high rates. </p>
<p>Even more relevant, in those areas it&#8217;s not just that many homes are underwater, it&#8217;s that they are deeply underwater, with significant percentages owing more than twice their home&#8217;s value. That means homeowners in those areas are unlikely to reach positive equity for many years.</p>
<p>By contrast, in the affluent areas of San Francisco, San Mateo and Marin counties, not only are far fewer homeowners underwater, most are underwater by smaller percentages. That means they have hope that the rising market will lift them into positive equity within a short time frame.</p>
<p>Underwater homes are among the reasons the real estate market has faced a limited supply of inventory. </p>
<p>&#8220;You&#8217;re still not seeing folks who bought in 2006 selling now because they&#8217;re not above water yet,&#8221; said Kevin Kieffer of Keller Williams Realty in Danville.</p>
</p>
<h3 class="subhead">Fewer short sales</h3>
<p>As equity continues to rise, more homes should hit the market. </p>
<p>&#8220;Our expectation is that a lot of people recently freed from negative equity will start to sell their homes, which will ease inventory constraints,&#8221; Humphries said. </p>
<p>The decrease in underwater homes is also borne out in far fewer short sales &#8211; homes sold for less than is owed on the mortgage.</p>
<p>&#8220;Short sales have dwindled down to hardly anything now,&#8221; Kieffer said. &#8220;There are only four active (short sale listings) in central (Alameda) county. </p>
<p>&#8220;The banks are not pushing hard for short sales the way they once were. I think they&#8217;re waiting to ride out this market for the upside. They don&#8217;t want to have to go through the expense of a short sale.&#8221;</p>

Close to 128,000 properties received some kind of foreclosure filing in June, down 35 percent from a year ago, according to a new report from online foreclosure sales and analytics company RealtyTrac. Newly started foreclosures fell 21 percent month-to-month to the lowest level since the end of 2005. </p>
<p>  Bank repossessions, the final stage of the foreclosure process, fell 9 percent month-to-month and were down 35 percent from a year ago.  Still the numbers are on pace for nearly a half a million properties to be repossessed in 2013.  That&#8217;s an improvement, but still well above normal levels.   </p>

<p>  The picture is also mixed geographically – Arkansas (up 143 percent), Oklahoma (up 103 percent), Maryland (up 74 percent), Washington (up 71 percent), New Jersey (up 33 percent), and New York (up 21 percent) –as states that require a judge in the foreclosure process as well as those with new laws protecting borrowers, are seeing a spike in repossessions.</p>

Still the numbers are on pace for nearly a half a million properties to be repossessed in 2013.  That&#8217;s an improvement, but still well above normal levels.   </p>

<p>  The picture is also mixed geographically – Arkansas (up 143 percent), Oklahoma (up 103 percent), Maryland (up 74 percent), Washington (up 71 percent), New Jersey (up 33 percent), and New York (up 21 percent) –as states that require a judge in the foreclosure process as well as those with new laws protecting borrowers, are seeing a spike in repossessions. </p>
<p>  &#8220;The increases in judicial foreclosure auctions demonstrate that these delayed foreclosure cases are now being moved more quickly through to foreclosure completion,&#8221; notes RealtyTrac&#8217;s Daren Blomquist in the report.   </p>

<p>  &#8220;Given the rising home prices in most of these markets, it is an opportune time for lenders to dispose of these distressed properties, either at the foreclosure auction to a third-party buyer, or by repossessing the property at the auction and subsequently selling it as a bank-owned home.&#8221; </p>
<p>  Judicial foreclosure auctions were up 34 percent from June of 2012, as Realtors report &#8220;brisk&#8221; sales of these distressed properties.  Investors and regular buyers have been competing for a decreasing supply of properties.  Nationwide, inventories of all homes are down dramatically, as a large number of underwater borrowers and borrowers with very little home equity are still unable to sell. </p>

<p>  Florida, Nevada, Illinois, Ohio and Georgia posted the top five state foreclosure rates for the first half of the year, according to RealtyTrac. </p>

While some builders can complete a home in 100 days, labor constraints have been slowing construction across the industry.  </p>
<p>  &#8220;A lot of the sub-contractors are seeing an increase in business, yet they&#8217;re reluctant to hire staff or have an inability to hire skilled labor, so we&#8217;re seeing delays with framers coming onto our properties to frame the houses, we&#8217;re seeing challenges with drywall finishers and painters,&#8221; says Paul. </p>
<p>  Many builders are also seeing supply constraints, as they did not expect to see such a surge in demand. Demand is strong in large part because there is such a small supply of existing homes for sale nationwide, and because banks have been exceedingly slow to work through foreclosures in some states. </p>

<p>  &#8220;About one third of homes sold are completed, down pretty significantly from where we were earlier in the cycle, which was in the 50 to 60 percent range,&#8221; notes David Goldberg, an analyst at UBS. </p>
<p>  While the major public builders have not voiced concern publicly over risks to their backlogs, the analysts that cover them say if rates continue to rise, they will not be able to ignore it. </p>

<p>San Francisco doesn’t offer the best area for people hoping to buy bargain fixer-upper homes, probably because even fixers sell for a fortune in the Bay Area, and not many properties end up foreclosed or otherwise abandoned to decay much anyway, given the value of property in general.  So, even among our few homes for sale needing “TLC,” we don’t find many “bargains.” The properties above show that.</p>
<p>Among the currently MLS listed homes for sale in San Francisco proper, only 16 came up under <a title="Fixer upper san francisco" href="http://www.redfin.com/homes-for-sale#!fixer=truemarket=sanfranciscoregion_id=17151region_type=6sf=1,2uipt=1v=8">a parameter search for “fixer-upper</a>,”  and zero came up when the term “foreclosure” was also added. <a title="Map" href="http://www.realtytrac.com/map/ca/san-francisco-county/san-francisco/#cp=37.78729248046876;-122.42335510253905lvl=14sty=rsrange=3page=1sort=tabs=PreForeclosure,Auction,LiveAuction,OnlineAuction,BankOwned,REO,GovernmentOwned" target="_blank"> RealtyTrac maps </a>SF’s  pre-foreclosures (we’ve got 180 shown in purple below), bank owned (we have 185 marked in gold below), and for auction properties (we’ve got 41, marked in red below). <p>Slim pickings, really, in a city with a lot more potential homebuyers than potential homes for sale. The city’s inventory in May was down 24.5% year-over-year.</p>
<p><strong>Best cities for fixer-upper bargains<br /></strong></p>

<p>RealtyTrac, prolific provider of U.S. real estate data with a particular focus on foreclosure-related activity, analyzed national data to find the <a title="best cities for fixers" href="http://www.realtytrac.com/content/news-and-opinion/best-cities-for-buying-fixer-upper-bargains-7743" target="_blank">15 best markets for buying fixers at discount prices. </a>The figures show the number of foreclosed homes old enough to potentially be candidates for makeovers that are also valued at $100K or less– a sure sign, in more robust markets– of a bargain. Also analyzed here: the average market value of a distressed home as well as the change in the median sales price of such properties in each location year-over-year.</p>
<p>“Low-priced homes are still plentiful in many markets, particularly in the form of foreclosures,” said Daren Blomquist, RealtyTrac vice president. “While these homes may be in need of more work than a typical home and are certainly harder to find now than in previous years, buyers and investors willing to put in a little extra legwork and sweat equity can often find the best deals in their markets on these foreclosure fixer-uppers.”</p>
<p>RealtyTrac analysis found that nationwide , there are more than 51,000 potential foreclosure fixer-uppers: bank-owned homes that were built before 1960 with an estimated market value below $100K.</p>
<p><strong>Meanwhile, back in SF</strong></p>
<p>As usually happens when we compare other parts of the country to San Francisco, our home prices stand out in sharp relief. For less than you’d need for a downpayment on a fixer here, you could buy an entire home outright somewhere else. So if your reason for wanting a fixer-upper is bargain price (though of course, “bargain” is a relative term), you <em>might</em> want to look elsewhere.</p>

<p>Ricardo Rodriguez, a San Francisco resident who has been fighting to save his home from foreclosure, has received some good news from Bank of America. After unsuccessfully applying for at least 10 loan modifications since 2009, Rodriguez was accepted by Bank of America last week for a trial loan modification.</p>
<p>He has made his first payment and will get to stay in his home. If he makes his payments on time during the three-month trial period, he may qualify for permanent loan restructuring.</p>
<p>“We’re just happy we get to keep our house after more than three years of this stuff,” Rodriguez said Monday. He said he is optimistic that he can meet the requirements to make the trial loan permanent.</p>
<p><a href="http://www.nbcbayarea.com/investigations/series/mortgage-mess/Error-Claims-Cast-Doubt-on-Bank-of-America-Foreclosures-in-Bay-Area-204764581.html" target="_blank"><strong>NBC Bay Area and the Center for Investigative Reporting highlighted Rodriguez&#8217;s case in a joint report in April on questionable foreclosure practices in the Bay Area</strong></a><strong>.</strong> The investigation found that thousands of homeowners were fighting in court to save their homes from a foreclosure system filled with mistakes, mismanagement and, on occasion, fraud. The report also found that in some cases, Bank of America was skirting proper foreclosure procedures, leaving Rodriguez and other borrowers unsure of the status of their loan modifications or who owned the rights to their home.</p>
<p>When Rodriguez lost his job delivering newspapers in 2011, he had trouble making the payments on his mortgage. He repeatedly applied for loan modifications but said Bank of America lost his paperwork and shuffled him among account managers, despite a state law requiring banks to provide homeowners with a single contact. Rodriguez became fed up and joined a local advocacy group to fight foreclosures in his neighborhood.</p>
<p>Bank of America spokeswoman Jumana Bauwens said in April that the bank previously had worked with Rodriguez and reduced his interest rate to 2 percent, but he was unable to pay the lower amount.</p>
<p>“If even the lowest possible payment is not affordable for a borrower, homeownership may not be the best or most responsible option for them,” the bank said at the time.</p>
<p>Bank of America plays the largest role of any bank in Bay Area foreclosures. From July 2008 through October, Bank of America&#8217;s foreclosure trustee, ReconTrust, handled 1 in 5 defaulted properties in the Bay Area, roughly 70 percent more than the next biggest trustee, according to RealtyTrac Inc., a real estate information company.</p>

			<content:encoded><![CDATA[<p><strong>(05-15) 17:20 PDT San Francisco</strong> &#8212; Eager Bay Area buyers propelled the region&#8217;s median home price above a half-million dollars in April &#8211; its highest point in almost five years &#8211; reflecting a market continuing to rebound, according to a real estate report released Wednesday. </p>
<p>The $510,000 median for the nine-county Bay Area represents a jump of 30.8 percent from a year ago and a record 17 percent above March&#8217;s median price, said DataQuick, a San Diego real estate service that produced the report. </p>
<p>&#8220;The Bay Area is getting back to normal fast,&#8221; said Andrew LePage, a DataQuick analyst. &#8220;We&#8217;ve had just the right ingredients for big increases in the median and other price measures. We&#8217;ve got drum-tight inventory of homes for sale, an unprecedented level of investors chasing homes, interest rates lower than most of us alive have ever seen, and changes in the types of homes selling and where they&#8217;re selling.&#8221;</p>
<p>The median represents a midpoint, meaning half of Bay Area homes sold for more than $510,000 and half sold for less. It is influenced both by actual appreciation in home values and by a changing mix of homes sold. </p>
<p>The Bay Area median peaked at $665,000 in summer 2007. During the real estate downturn, bargain-basement foreclosures and short sales helped drag the median down to a low of $375,000 in March 2009. Now, with far fewer distress sales and more high-end homes changing hands, a similar dynamic is buoying it. DataQuick said the median has regained 59 percent of its losses. </p>

<p>  Mid-Atlantic, a small Maryland builder with six communities, now has 10 percent of its backlog in spec homes, and they are not alone. The big public builders are heading back to spec as well.  </p>
<p>  &#8220;I think the biggest competitive advantage builders have right now is that they have product, and with existing inventory so low they need to take advantage of the fact that they actually have something to sell,&#8221; explained Megan McGrath, a home building analyst at MKM Partners. &#8220;When you&#8217;re starting to think about the first-time buyer coming back into the market, you may want to increase your spec inventory a little.&#8221; </p>

<p>  Supplies of homes for sale are down across the nation. Inventory in March fell 17 percent from a year ago, according to the National Association of Realtors. Listings usually rise dramatically in the spring, but they have not kept pace with historical averages.   </p>
<p>  In its earnings release Monday Meritage Homes CEO Stephen J. Hilton noted, &#8220;Housing demand is greater than the supply of homes available for sale in many of the areas where we operate, causing home prices to increase.&#8221; </p>
