<p> The <a href="http://www.alamedasouthshorecenter.com/go/mallEvents.cfm?page=events" title="Alameda South Shore Center">Summer Beats Concert Series</a> at Alameda South Shore Center, the open-air retail destination on Alameda Island, CA is underway, attracting thousands of attendees since its July 2nd kick-off. Sponsored by real estate investment and management firm Jamestown, the concert series is part of a full program of free, family-friendly events to be held at the center this summer.</p>
<p>Taking place every Saturday through Labor Day, Summer Beats showcases many of the area&#8217;s most popular bands, with musical styles ranging from Alternative Rock to Zydeco. </p>
<p>Upcoming events certain to generate a high level of excitement and engagement include &#8220;Motown Dine Around,&#8221; featuring the classic sounds of Big City Revue and discounts offered by participating Alameda South Shore Center restaurants; &#8220;Flight Night,&#8221; an evening of wine tasting and music, with the Bay Area&#8217;s own Edgardo  Candela; and &#8220;Summer Breeze Connection,&#8221; featuring beach activities including windsurfing and a charity paddle boat race, followed by the music of Fishbear.</p>
<p>&#8220;We think Alameda South Shore Center, with its picturesque setting along the San Francisco Bay, is the perfect venue for summer fun,&#8221; said Michael Phillips, Managing Director for Jamestown. &#8220;Also, equally important to providing entertainment, the Summer Beats Concert Series offers an opportunity to give back to the Alameda Island community.&#8221; </p>
<p>Benefiting the Alameda Education Foundation<br />
<br />One of the most highly anticipated programs of the Summer Beats lineup is the Young Songwriters Workshop  Concert. Benefiting the Alameda Education Foundation (AEF), the program provides an extraordinary opportunity for young talent to collaborate with notable Bay Area musicians such as Grammy-award winner Calvin Kealooa, Preston Turner of Pure Ecstasy, and drummer D.C. Carter. On Saturday, August 27th, the aspiring songwriters and veteran musicians and will perform their collaborative work live. The free event kicks off AEF&#8217;s &#8220;Instrument Drop-Off Drive.&#8221; Last year, enough guitars were collected during the drive to start a musical program at Wood Middle School. </p>
<p>In addition, during all concerts, Alameda South Shore Center will serve as a drop-off point for the Alameda Education Foundation&#8217;s School Supply Drive, which helps hundreds of Alameda&#8217;s students in need. Peter&#8217;s Kettle Corn will have their tasty treats available for sale as a fundraiser to support the education foundation. </p>
<p>Poets Share the Stage<br />
<br />Summer Site Write poets selected by Alameda&#8217;s Poet Laureate Mary Rudge will also take to the stage throughout the summer-long series. Poetry enthusiasts, who toured Alameda South Shore Center and wrote about how the center inspired them, will read their work during concert intermissions. Poems will also be posted throughout the retail property and on the center&#8217;s Facebook page.</p>

<p> In 2008, Congress stepped in to adjust conforming loan limits from $417,000 to $729,750 in an effort to stimulate the economy by making more money available for home buyers and enticing people to buy. Since then Congress has extended them every year through September 30, 2011. As it stands, effective October 1, 2011 it will cost home buyers more to finance a loan exceeding $650,500. This will affect many houses on the San Francisco Peninsula market.</p>
<p>&#8220;We are quite possibly facing a roadblock to any glimmers of recovery if this set-back takes place,&#8221; said Mary Ann Teixeira, a <a href="http://local.sfgate.com/158167/" title="Mary Ann Teixeira">Burlingame real estate</a> professional. &#8220;Buyers would need to come up with larger down payments and be able to qualify for higher mortgage payments. All mortgages backed by Federal Housing Administration (FHA), Fannie Mae and Freddie Mac, known as government sponsored enterprises, (GSEs) would be affected.&#8221;</p>
<p><a href="http://www.maryannt.com/about/index.htm" title="Mary Ann Teixeira">Bay Area real estate</a> will be hit hard by the change in loan limits when the conforming loan adjusts down to $650,500. Because of the high cost of Bay Area housing, purchasing a home often requires a loan in excess of $650,500. Given that jumbo loans generally carry a higher interest rate, monthly payments would increase and further hamper the buying power of potential new home buyers. Additionally, with the burden of a higher monthly mortgage on a household, businesses and services in the communities with homeowners who have less expendable dollars will suffer.</p>
<p>According to a recent study conducted by the California Association of REALTORS®, under the new GSE loan limits would impact the borrowing power of a potential Bay Area home buyer by $104,250. Projecting this onto 2012 home sales, 10.7% of San Mateo County&#8217;s home sales would be rendered ineligible under the new lowered GSE loan limit. Other Bay Area counties affected are Marin (12.2%), Contra Costa (11.5%), San Francisco (9.9%), Monterey (8.8%), Santa Clara (7.8%), and Alameda (6. 3%).</p>

<p> Bay Area&#8217;s Stokley Properties is announcing its second annual Pleasant Hill Blues and Brews Festival. The event, which will feature live music and great food, will be held on Saturday, July 23 at the Pleasant Hill Park.</p>
<p>&#8220;Headlining our blues lineup is the hardest working band around, The Tommy Castro Band, and a host of other fine musical acts and talent to make for a unique and exciting day,&#8221; said Joseph Stokley Jr. of Stokley Properties.</p>
<p>The Blues and Brews Festival is sponsored by the Pleasant Hill Recreation and Park District and the Pleasant Hill Chamber of Commerce. Proceeds from this event will go toward the Pleasant Hill Teen Center and support the Pleasant Hill Chamber of Commerce.</p>
<p>Companies can sponsor the event for $3,500 and their name and logo will appear on all advertising materials and festival banners. They will also have a 4&#8242; x 6&#8242; banner next to the stage and will be provided with 30 tickets to the beer tasting tent. For $2,500, sponsors will get their name and logo on advertising materials and the stage banner and receive 20 tickets to the beer tasting tent.  Music sponsors who donate $500 will receive their name and logo on the stage banner and on any music-related promotional material and receive four tickets to the beer tasting tent. Beer booth sponsors can donate $350 and their logo will appear on a banner inside the beer garden. All donations are tax deductible.</p>
<p>Sponsors will need to supply their logos to the Pleasant Hill Chamber office for placement on banners, advertisements and event website. They can send a digital vector file to khunn(at)pleasanthillrec(dot)com. Logos and sponsor forms must be received no later than July 1. The 4&#8242; x 6&#8242; banners shall be supplied by the sponsor.</p>

<p> Mary Ann Teixeira has been in the <a href="http://local.sfgate.com/158167" title="Mary Ann Teixeira">Peninsula real estate</a> market for many years. As such, she has been affected by the local, state and national real estate and economic fluctuations of the last few years. Though it&#8217;s been a rough ride, she is starting to see more activity as low home prices and the threat of upcoming changes in lending standards are motivating people to buy or sell.</p>
<p>Real estate prices are relatively affordable, says Teixeira. According to the San Mateo County Association of Realtors sales statistics from the local MLS, the median home price in the City of San Mateo in April 2011 was down $25,000, or 4%, from the same time last year.</p>
<p>Impending changes to real estate lending policies are also affecting the market. <p> Fannie Mae and Freddie Mac, the private mortgage lending entities under government conservatorship, are set to reduce their maximum conforming loan limit from the current $729,750 to $625,500 on October 1st. <a href="http://www.financialadvisorbayareaca.com" title="Eric J. Leithliter, California Mortgage Advisors, Inc.">Bay Area mortgage broker</a> Eric Leithliter of California Mortgage Advisors says this may adversely affect the Bay Area real estate market, making it harder for homebuyers to get loans and lowering home values. He recommends that people who have been waiting to buy act soon, before the loan ceiling is lowered. </p>
<p>When the financial crisis hit in 2008, the government-sponsored entities (GSEs) Fannie Mae and Freddie Mac tried to combat the tightening home lending market by temporarily raising the limit on conforming single family home loans to $729,750 [for the more expensive counties; some counties have a lower limit], an amount that has been renewed every year since. But in the current political climate, with a focus on reducing the national debt and encouraging private sector action, the federal government seems unlikely to renew the higher conforming loan limit. If congress allows the loan limits to drop, the highest conforming loan limits will go down to $625,500.</p>
<p>&#8220;If you have been sitting on the fence, thinking that rates are going to continue to go down, they may want to consider making a move soon. Waiting until later may limit your ability to get a low rate on a single mortgage loan, making it more expensive and time-consuming to buy,&#8221; says Eric Leithliter, a <a href="http://www.financialadvisorbayareaca.com" title="Eric J. Leithliter, California Mortgage Advisors, Inc.">Bay Area financial advisor</a> based in Walnut Creek.</p>
<p>Leithliter says that if the conforming loan limit is allowed to drop, it could a negative impact on the local housing market. Nonconforming loans carry a higher interest rate (typically 0.50% to 1.5% above rates for conforming loans), and private banks may be reticent to make large loans because their capital requirements are higher than GSEs like Fannie and Freddy. The likely effect for borrowers is to make credit more expensive and harder to get.</p>
<p>It would also be likely to cause home values to drop even further, which is bad news for sellers. According to the <a href="http://www.insidebayarea.com/ci_18025780?source=most_viewed" title="">Oakland Tribune</a>, over a quarter of all Bay Area homes are already underwater; if demand is decreased even further, it will be hard for the real estate market to make a recovery.</p>
<p>Leithliter also warns that many banks that use Fannie and Freddy to back mortgages may implement the $625,500 limit prior to the October 1st deadline, in order to process the last of their higher jumbo loans in time to qualify for the current financing rates.</p>
<p>&#8220;The signs are pointing to a tightening of the credit market in the near future,&#8221; says Leithliter. &#8220;Buyers who continue to wait around may come to wish they had acted sooner.&#8221; </p>
