<p>But it’s the tenants that aren’t listed — the ones with the stellar rooftop view — that have drawn a crowd of reporters on this sunny Tuesday afternoon.</p>
<p>This building, like 2,000 other spots in the Bay Area, is home to the bulky electrical equipment needed to send and receive cellphone signals. </p>
<p>For the privilege of housing their gear, phone companies pay thousands or even tens of thousands of dollars per month. In some cases, landlords make more from the towers on their roofs than they do from the tenants inside their building.</p>
<p>Because it’s so hard to get approval to build new towers, the same locations are often home to more than one carrier’s cell towers, and it has become commonplace to see towers from fierce rivals located right next to each other. And once one cell company makes its way in someplace, the others tend to follow.</p>
<p>This particular rooftop, for example, houses gear for Sprint, MetroPCS and ATT.</p>
<p>But it is a neighborhood in transition.</p>
<p />
<p>An area of peeled-away paint shows the spot that used to be home to gear from Sprint’s soon-to-be-shuttered Nextel network.</p>
<p>The newest arrival is a refrigererator-sized cabinet that houses Sprint’s 4G LTE gear as well as the systems needed to support older networks. Immediately adjacent is a slightly smaller box containing a backup system with enough battery capacity to power the network gear for four to eight hours.</p>
<p>The new gear, like other similar systems in San Francisco, have begun to bring LTE service to Sprint’s Bay Area customers, though it has yet to formally announce this area as one of its expanding network of markets with the high-speed wireless service.</p>
<p>Next to the new system is the one it is replacing. That unit, which handled fewer frequencies and managed fewer services, nonetheless occupied more than twice as much space. Though still up and running, that system will soon be dismantled, removed and recycled.</p>
<p>In addition to the cabinets, the roof is outfitted with a number of different antennas — several for each of the carriers, providing the maximum amount of coverage. The antennas also explain why it is no coincidence that the building has a sweeping panoramic view of the San Francisco Bay. In addition to being a breathtaking sight for the occasional repairman, the view means that the tower is also seen by a good part of the city — ensuring that the tower reaches a wide coverage area.</p>
<p>“Cell towers have the best view,” said Chris Brydon, Sprint’s area director for Northern California.</p>
<p>Of course, few people will ever see that view, given that it is home to vital and expensive computer gear. Plus, its radiation levels are high enough that the door leading to the roof is plastered with nearly a dozen warning signs.</p>
<p>The fact that this roof is already home to network gear means that the approval process to install LTE equipment is far simpler than trying to find a new location. As a result, many rooftops like this one are getting a makeover.</p>
<p>It’s a scene that has been playing out across America, as all the major carriers replace or augment their 3G systems with those capable of providing high-speed LTE service.</p>
<p>To help install all these new systems, Sprint calls upon a variety of other companies. Ericsson manages the installations and network operations, overseeing gear supplied by a trio of companies — Samsung, Alcatel-Lucent and Ericsson’s hardware unit.</p>
<p>The race to build out LTE has created a shortage of a particular specialty of workers — those who climb poles for a living. (In addition to pole-climbing skills, such workers also have to be engineers with a specialty in radio frequency technology — a qualification that significantly thins the applicant pool.)</p>
<p>“It’s one of the most sought-after skills in the industry,” said Joe Meyer, the 21-year Sprint veteran who serves as vice president of network service management.</p>

<p>&#8220;The prospect of being taxed on potentially tens or hundreds of thousands of dollars in additional income may motivate more distressed homeowners to forgo a short sale and allow the home to be foreclosed,&#8221; said RealtyTrac&#8217;s Daren Blomquist in a release. &#8220;Additionally, if the mortgage interest deduction is eliminated due to the fiscal cliff quagmire, it would give many underwater and otherwise distressed homeowners one less reason to hang on to their homes.&#8221; </p>
<p>Banks completed 13,351 principal reduction loan modifications in November alone, according to a monthly report from Amherst Securities Group.  That&#8217;s a 62 percent jump from September.  Much of it is thanks to the $25 billion mortgage servicing settlement signed by the nation&#8217;s five largest banks early this year over so-called &#8220;<strong>robo-signing</strong>&#8221; foreclosure practices.</p>
<p>Banks have already given borrowers $6.3 billion in mortgage principal relief under the settlement, according to a report from its monitor, Joseph A. Smith, released last month.  <strong>Bank of America</strong> recently ramped-up its relief, reporting 30,000 customers were approved or had completed first-lien modifications through September 30 providing $4.75 billion in principal reduction.  Borrowers received an average $150,000 slash in loan balances.</p>

<p class="textBodyBlack"><span />Buyers of bank-owned homes in September got a 7.7 percent discount versus the same home in a non-distressed sale, according to a new analysis by Zillow, an online real estate sales and information company. The discount fell from 9.1 percent a year ago and from a peak of 23.7 percent in August of 2009*. </p>
<p class="textBodyBlack"><span />The smallest discounts are now found in the markets which suffered the most in the housing crash but have now become ground zero for private capital, looking to take advantage of the newly hot single-family rental market. </p>
<p class="textBodyBlack"><span />Phoenix, where foreclosures accounted for more than half of all home sales during the worst of the housing crash, has largely been picked clean, so much so that there is now no discount on a distressed property. <p class="textBodyBlack"><span />“The smallest foreclosure discount is found in places where competition for homes is so high, people there are willing to pay the same amount for a foreclosure re-sale that they would for a non-distressed home simply to take advantage of historic affordability,&#8221; said Zillow chief economist Stan Humphries in a release. </p>
<p class="textBodyBlack"><span />On the flip side, housing markets that have not garnered quite so much investor attention are showing the biggest foreclosure discounts: Pittsburgh (27.4 percent), Cleveland (25.8 percent), Cincinnati (20.1 percent) and Baltimore (20 percent). </p>
<p class="textBodyBlack"><span />While investors are certainly broadening their searches to a wider real estate market, some argue that while big discounts may be gone from hot investor markets, there is still good reason to be there. </p>
<p class="textBodyBlack"><span />“The sale price of the property is only one consideration; other factors include the cost of repairs needed to make the property rentable, and what the anticipated rental price of the home is,” notes Rick Sharga of Carrington Mortgage Holdings, a private equity fund investing in distressed homes and mortgages. </p>
<p class="textBodyBlack"><span />“It&#8217;s entirely possible that an investor can make a reasonable yield on a property even paying close to market price on a home, if the rental rates are attractive enough. If the investor believes that home prices in a given market are going to continue to rise over a longer period of time, this can also factor into a decision to continue to buy there even without a foreclosure discount,&#8221; according to Sharga.</p>

<p class="textBodyBlack"><span />Despite rising home values and a slowly improving jobs picture, many Americans are priced out of the home-buying market due to damaged credit. Others are simply not ready to take a bet on home ownership, after so many lost so much in the historic boom to bust of the last decade. There are now 6.7 million additional households renting, compared to the cyclical low of 2004, according to Census data analyzed by Paul Diggle of Capital Economics. </p>
<p class="textBodyBlack"><span />“The combination of rising house prices and an unchanged homeownership rate is a useful reminder that investor demand is a significant driver of this housing recovery,” notes Diggle. “Admittedly, a number of indicators, such as the National Association of Realtors’ breakdown of sales by type, have been pointing to a growing role among conventional owner-occupier buyers. But a return to more normal levels of activity among this group still seems some way off.” </p>
<p class="textBodyBlack"><span />Household formation is rising, as younger workers start to find jobs and move out of their parents’ homes, but they generally are not moving to home ownership. Until more Americans are able to qualify for today’s record low mortgage rates, the rental play, discount or not, appears to be a strong one. </p>

<p class="textBodyBlack"><span />Any jump in jobs is good for housing, and October&#8217;s gain of 171,000 is no different. </p>
<p class="textBodyBlack"><span />One of the biggest barriers to entry for potential home buyers, new and move-up, has been uncertainty in employment. So this positive report can only add to rising consumer confidence and wealth. </p>

<p class="textBodyBlack"><span />When you dig down into the numbers, however, you can see where the numbers are not quite as rosy as some would hope for both home buyers and builders.</p>
<p class="textBodyBlack"><span /></p>
<p class="textBodyBlack"><span />While overall construction added 17,000 jobs in October, residential-building construction employment fell by 2,000. Residential specialty contractor jobs increased by 6,700, which speaks to the real root of today&#8217;s housing recovery.</p>
<p class="textBodyBlack"><span />All-cash investors are leading the gains; they buy distressed properties and then repair and remodel them to turn them into rentals. It&#8217;s no wonder remodelers are seeing greater gains than the home builders. </p>
<p class="textBodyBlack"><span />An industry index of remodeling finally climbed into the positive in October, making a significant jump to its highest level since the end of 2005. Both current conditions and future expectations saw gains on the National Association of Home Builders&#8217; remodeling index (RMI). The builders claim it is not just investors, but a result of rising home equity. </p>

<p class="textBodyBlack"><span />“The strength of the RMI, especially in owner-occupied properties, shows that home owners are investing in remodels as home prices stabilize,” said NAHB Remodelers Chairman George Moore Jr., a remodeler from Elm Grove, La. “As owners become more confident that investments in housing will hold their value, they are beginning to undertake projects to improve their comfort that they had been putting off.” </p>
<p class="textBodyBlack"><span /></p>
<p class="textBodyBlack"><span />While any construction is better than no construction, housing analysts focus more on home building than remodeling, as the nation&#8217;s home builders contribute more to the overall economy, with more jobs and materials. Home builders have ramped up production dramatically, as they rise from the ashes of the housing bust.</p>
<p class="textBodyBlack"><span />Housing starts and permits are up significantly from the bottom, and the public builders are all reporting at least double-digit gains in new orders. </p>
<p class="textBodyBlack"><span />They still, however, need to see more demand from their historically strong cohort, the first-time home buyer. Those younger Americans are seeing employment gains, but are still proportionally harder-hit than the rest of the work force. </p>

<p class="textBodyBlack"><span />&#8220;Among 25-34 year-olds, the prime age group for housing demand, 75.1 percent were employed in October, up from 74.9 percent in September and from 73.6 percent in October 2011,&#8221;" notes Jed Kolko of Trulia.com, a real estate sales and information website. &#8220;For this age group, the unemployment rate was 8.3 percent in October, down from 9.7 percent one year ago – an even bigger drop than for the economy overall. Labor force participation increased for this key group.&#8221; </p>
<p class="textBodyBlack"><span />The downside in October&#8217;s jobs report, however is that job growth in what Kolko calls “clobbered metros” was just 0.5 percent (annualized rate) through September – behind the national average of 1.6 percent for the same period. (These figures are annualized 3-month growth rates to September, the latest data released for metros.) Kolko defines clobbered metros as the areas with the biggest price declines during the bust and the highest vacancy rates now: &#8220;Job growth there is especially important for housing demand,&#8221; he notes. </p>

<hr noshade="noshade" size="1" />New Jersey’s Department of Banking and Insurance Acting Commissioner Ken Kobylowski communicated that to the insurance industry Tuesday night and New York’s Governor Andrew Cuomo announced the same Thursday morning.
<p class="textBodyBlack"><span />“Homeowners should not have to pay hurricane deductibles for damage caused by the storm and insurers should understand the Department of Financial Services will be monitoring how claims are handled,” Governor Cuomo said in a release. <p class="textBodyBlack"><span />How is a hurricane deductible different from your basic homeowner policy deductible? It is based on a percentage of your property’s insured value, and it can be up to 5 percent. So let’s say your home is insured for $300,000. That’s a $15,000 deductible, which is likely far higher than your regular deductible. The average homeowner deductible is between $500 and $1000.</p>
<p class="textBodyBlack"><span />“We have informed the insurance industry that hurricane deductibles are not triggered because Sandy did not have sustained hurricane-force winds when it made land in New York,” noted NY’s Superintendent of Financial Services Benjamin Lawsky in the release. “We will be working with insurers to help them respond as quickly as possible to homeowners who need to file claims. And we will be sending our mobile command center to hard hit areas to help consumers with insurance questions and problems.”</p>

<p class="textBodyBlack"><span />There is very specific language in homeowner insurance policies in terms of hurricane deductibles. Usually the storm has to reach specific wind speeds to trigger the deductible. A state governor couldn’t necessarily override that private contract.</p>
<p class="textBodyBlack"><span /></p>
<p class="textBodyBlack"><span />“The way the insurers look at it is that this is a private contract between the insurer and the policy holder, and the policy as written is going to be enforced,” noted Michael Barry of the Insurance Information Institute. “In this case Sandy does not appear to have reached the threshold to activate the hurricane deductible.”</p>
<p class="textBodyBlack"><span />The insurance companies probably didn’t need Governor Cuomo’s directive as such, since they were already doing their own assessments immediately following the storm. <p class="textBodyBlack"><span />“We have done a review of the best available National Weather Service data and compared that to our language, and we have determined that the hurricane deductible will not apply in those states,” said State Farm spokesman Phil Supple.</p>
<p class="textBodyBlack"><span />As for how much the difference in the deductibles will cost the nation’s insurance companies, that is impossible to calculate at this point, as the companies are still waiting to get in to the hardest hit areas and tally the damage. It is also, as Supple added, “moot” to do any figuring, as they higher deductible clearly doesn’t apply.</p>

<p> SAN FRANCISCO—In Tuesday&#8217;s mayoral election here, 16 candidates will battle in one of the most competitive contests in years. And to influence the race&#8217;s outcome, Silicon Valley technology players are getting involved in the election to an unprecedented degree.</p>
<p> In the past several weeks, founders of San Francisco-based Salesforce.com Inc., Twitter Inc., Zynga Inc. and Yelp Inc., along with several investors in those companies, have contributed thousands of dollars to try to keep interim mayor Ed Lee in office. They support Mr. Lee&#8217;s policies that have shaved millions of dollars from some Web companies&#8217; tax liabilities in an effort to &#8230;</p>
