<p>  Listings were down 17 percent in March from a year earlier, according to the association, with several factors affecting inventories. Millions of Americans still owe more on their mortgages than their homes are worth, and that makes it impossible for them to move without incurring major expense.   </p>
<p>  Others are watching home prices rise and may be waiting to see just how high they go before listing their homes.  </p>
<p>  Meanwhile, home builders, while trying to ramp up production, are faced with a lack of land, labor and materials. Single-family starts were at a seasonally adjusted annual rate of just 619,000 units, an improvement from the worst of the crash but far below historical norms. </p>

<p>  Regionally, the pending home sales index was unchanged in the Northeast from February, up 0.3 percent in the Midwest, up 2.7 percent in the South and up 1.5 percent in the West.   </p>
<p>  Existing home sales in March, based on closings, fell just under one percent in March. While higher than a year ago, home sales appear to have leveled off, despite this being the normally busy spring season. </p>

<p>I don&#8217;t know what the official end of the Spring housing market is, but it seems as if the experts have called the close, and it ain&#8217;t great. </p>
<p>Last week, after the folks at the vaunted <strong>SP/Case Shiller Indices put a period on the home price double dip</strong>, which others had been reporting for months — and <strong>The New York Times did a piece on falling home prices</strong> — it seemed like suddenly the housing watchers got nervous again. </p>
<p>Over the weekend, <strong>JP Morgan Chase&#8217;s</strong> housing analysts revised their outlook lower for home price recovery, &#8220;largely based on existing home sales coming in lower than expected.&#8221; While they expect that regional divergences will increase, &#8220;Our new base case is down percent from here (Q1 2011) and bottoming in mid-2012. We expect home prices to modestly improve over the summer months.&#8221; </p>
<p>Soon after, Credit Suisse&#8217;s Monthly Survey of Real Estate Agents announced: &#8220;Weak ending to the Spring season.&#8221; CS&#8217;s Daniel Oppenheim notes, &#8220;A lack of urgency continues as does a fear and hesitation of buying if prices still have further to fall.&#8221; This, we knew. </p>

<p>&#8220;This week the cost of buying a home is coming down, way down,&#8221; begins the radio ad. </p>
<p>The big home builders do it all the time; holiday sales, weekend sales, special end-of-the-year clearance. Now the state of Maine is doing it. </p>
<p>With the Spring season kicking off with a whimper, the <strong><strong>Maine Association of Realtors</strong></strong> is taking a cue from the builders and launching their own one-week <strong><strong>&#8220;Clearance Event.&#8221;</strong></strong> That&#8217;s right, at least $10,000 off of participating existing homes. They started the week with 115 sellers signing on, and within a few days that grew to over 900. Some discounts are even larger. </p>
<p>&#8220;We&#8217;ve been on the market for a couple of months, so by joining the clearance even, it puts us back out in front of some of those people that maybe weren&#8217;t thinking about it a few months ago, but are now,&#8221; says seller Lisa Lee, who dropped her five bedroom, Cumberland home&#8217;s price $10,000 from $507,000. &#8220;You&#8217;ve got to be competitive, again, it&#8217;s a high price point in this market, so it was worth taking the loss.&#8221; </p>
<p>The median price of a Maine home is $159,450 according to the MAR, so $10,000 is a big chunk, especially for first-time buyers who are fighting a very tough credit market. </p>
<p>Realtors in Maine, and pretty much everywhere else in the country, will tell you today&#8217;s market is all about price. </p>

<p>As our week-long <strong><strong>Spring Realty Check</strong> </strong>draws to a close here in Chicago, I&#8217;m struggling to come up with a fundamental conclusion. </p>
<p>The trouble of course is that the Spring season isn&#8217;t over, and the housing and mortgage markets are facing so many unknowns that any conclusion would be ridiculous. </p>
<p>The one thing I can surmise, after talking to real estate industry types from Boston to Seattle and in between, is that housing is not roaring back right now, and may in fact be double-dipping, </p>
<p>We&#8217;ve already seen home prices take a turn for the worse again, but sales seemed to be picking up in January. Unfortunately that may have been short-lived. While all real estate is local, the sales numbers are not encouraging. RE/MAX just reported February home sales down 3 percent annually. </p>
<p>&#8220;This is the first time in four months that the year-to-year sales difference was not better than the previous month,&#8221; according to the report. Sales were up month to month, but not by much. </p>
<p><strong>New construction isn&#8217;t faring much better.</strong> The home builders reported a slight tick up in sentiment this week, but that was all based on future expectations, not current sales and traffic. </p>

<p>You probably don&#8217;t think of unrest in the far away <strong><strong>Middle East</strong> </strong>as having anything to do with the housing market here in the U.S. You should. </p>
<p>The weekly mortgage applications say it all. </p>
<p>Despite the rate on the 30-year fixed falling below the psychologically important 5 percent line, <strong><strong>mortgage applications</strong></strong> to purchase a new home and to refinance both <strong><em>dropped</em></strong>; yes, there was a holiday involved, but the four week moving average is also down, despite mortgage rates coming off their Egypt-unrest surge. </p>
<p>Remember, rates track yields on the 10-year Treasury, which have been volatile due to the unrest abroad, but not <strong><em>THAT </em></strong>volatile: Less than half a percentage point. </p>
<p>Rates are one thing, but uncertainty weighs heavier on potential buyers, and rising oil prices may outweigh both. </p>
<p>&#8220;It’s the spring season. This is where new home buyers come out looking to buy a home,&#8221; says FBR&#8217;s Paul Miller. &#8220;If gas prices have gone up significantly, it’s going to cut into the foot traffic, and we’re really concerned with what that’s going to do to housing market.&#8221; </p>
