			<content:encoded><![CDATA[<p>  There is certainly plenty of pent-up demand, especially among younger, first-time home buyers, but many of them are still struggling in today&#8217;s job market, either unable to find steady work or not earning enough to afford today&#8217;s higher down payment demands by lenders. </p>
<p>  &#8220;Mortgage rates have increased more than 100 basis points since early May, and we anticipate that trend to continue, albeit gradually, during the next year,&#8221; Doug Duncan, Fannie Mae&#8217;s chief economist, said in a report Tuesday. He also expects economic growth to slow from the, &#8220;surprising&#8221; pace seen last quarter. </p>
<p>  Regionally, home builder confidence increased the most in the Midwest and West and more moderately in the Northeast and South. Housing starts and building permit numbers for August will be released by the Commerce Department on Wednesday. </p>

			<content:encoded><![CDATA[<p>  All but one region saw a gain in its three-month moving average on the NAHB index in August. The Midwest and West each posted six-point increases, to 60 and 57, respectively, while the South posted a four-point gain to 54 and the Northeast held unchanged at 39.</p>
<p>  Even though home building is on the rise, home builder stocks have gotten creamed over the last 3 months, including PulteGroup, <a class="inline_quotes" href="http://data.cnbc.com/quotes/KBH" target="_self">KB Home</a> and <a class="inline_quotes" href="http://data.cnbc.com/quotes/DHI" target="_self">DR Horton</a>.  </p>

			<content:encoded><![CDATA[<p>  Home builders have been hampered recently, due to lack of labor, land and supplies. As demand finally comes back to the housing market, many builders have had trouble meeting it; others have slowed production intentionally to take advantage of rising prices. Builder confidence has been rising pretty steadily throughout the past year, but until now had not passed into the positive. </p>

<p>  All three components of the NAHB index were up substantially, but the index measuring buyer traffic, while up seven points, was still in negative territory at 40. The index gauging current sales conditions rose eight points to 56, and expectations for future sales rose nine points to 61. </p>
<p>  Sentiment was also not consistent nationwide. Builders moved further into the positive in the Northeast, Midwest, and South, but confidence slipped in the West, according to a three-month moving average. The number of listings in the West has actually been rising lately, as banks speed up the foreclosure process and release more repossessed homes onto the market.  Prices have also been jumping dramatically in markets such as Phoenix, Las Vegas and much of California, slowing sales of existing homes.</p>

<p>  Listings were down 17 percent in March from a year earlier, according to the association, with several factors affecting inventories. Millions of Americans still owe more on their mortgages than their homes are worth, and that makes it impossible for them to move without incurring major expense.   </p>
<p>  Others are watching home prices rise and may be waiting to see just how high they go before listing their homes.  </p>
<p>  Meanwhile, home builders, while trying to ramp up production, are faced with a lack of land, labor and materials. Single-family starts were at a seasonally adjusted annual rate of just 619,000 units, an improvement from the worst of the crash but far below historical norms. </p>

<p>  Regionally, the pending home sales index was unchanged in the Northeast from February, up 0.3 percent in the Midwest, up 2.7 percent in the South and up 1.5 percent in the West.   </p>
<p>  Existing home sales in March, based on closings, fell just under one percent in March. While higher than a year ago, home sales appear to have leveled off, despite this being the normally busy spring season. </p>

While some expected a surge in inventory once home prices began to improve, that so-called &#8220;shadow supply,&#8221; has yet to emerge.  Prices are rising fast, up nearly 7 percent in December from a year ago in the nation&#8217;s twenty largest real estate markets, according to the SP/Case Shiller Index.  But some would-be sellers may be waiting to see just how high prices move in the coming months, while millions of others are still trapped underwater, owing more on their mortgages than their homes are worth. </p>
<p>Mortgage applications to purchase a home fell 5 percent last week from the previous week and is now at its lowest level since the end of last year, according to a Mortgage Bankers Association weekly survey.  Applications historically start to pick up around now, as President&#8217;s Day weekend marks the unofficial start of the usually busy spring housing season.</p>

<p>Regionally, the Realtors&#8217; Pending Home Sales Index in the Northeast rose 8.2 percent in January and is 10.5 percent higher than January 2012. In the Midwest the index increased 4.5 percent and is 17.7 percent above a year ago. Pending home sales in the South rose 5.9 percent and are 11.3 percent higher January 2012. In the West the index edged up 0.1 percent in January but is 1.5 percent below a year ago.  Supplies of homes for sale are most limited in the West, where investors have been buying distressed properties in bulk.</p>

<p>Mortgage applications to purchase a home fell 5 percent last week from the previous week and is now at its lowest level since the end of last year, according to a Mortgage Bankers Association weekly survey. <p>Regionally, the Realtors&#8217; Pending Home Sales Index in the Northeast rose 8.2 percent in January and is 10.5 percent higher than January 2012. In the Midwest the index increased 4.5 percent and is 17.7 percent above a year ago. Pending home sales in the South rose 5.9 percent and are 11.3 percent higher January 2012. In the West the index edged up 0.1 percent in January but is 1.5 percent below a year ago.  Supplies of homes for sale are most limited in the West, where investors have been buying distressed properties in bulk.</p>

			<content:encoded><![CDATA[<p>Banks have been slow to put foreclosed homes up for sale recently, possibly waiting for prices to improve further. While some expected a surge in inventory once home prices began to improve, that so-called &#8220;shadow supply,&#8221; has yet to emerge.  Prices are rising fast, up nearly 7 percent in December from a year ago in the nation&#8217;s twenty largest real estate markets, according to the SP/Case Shiller Index.  But some would-be sellers may be waiting to see just how high prices move in the coming months, while millions of others are still trapped underwater, owing more on their mortgages than their homes are worth. </p>

<p>Regionally the Northeast saw improvements in builder sentiment, as did the West, but the Midwest and South both slipped, down two points each. The Northeast is seeing gains in construction due to the rebuilding effort following Superstorm Sandy. That was apparent in another index released Monday gauging home remodeling. The Buildfax remodeling index showed seasonally adjusted annual rates of remodeling in the Northeast at 636,000 in December of 2012 — up 39 percent from November and up 37 percent from a year ago.</p>
<p>&#8220;The last time the Northeast broke 600,000 estimated residential remodels was five years ago,&#8221; wrote BuildFax&#8217;s Joe Emison in a release. &#8220;Unfortunately, the rest of the country saw both month-over-month and year-over-year declines in residential remodeling activity.&#8221;</p>

The West is also the only region that saw a year-over-year decline in signed sales contracts in December.</p>

<p>Housing inventory usually drops in the winter months, only to rebound in the spring, but this winter has seen a larger than normal decline.  Realtors are looking for more homes to come on the market in the spring, but there are still 10.7 million borrowers who owe more on their mortgages than their homes are worth, and an additional 2.3 million who have less than five percent equity in their homes, according to CoreLogic.  Those homeowners cannot sell without having to pay into their mortgages, so they are largely stuck in place.  First-time home buyers are purchasing at an unusually low rate due to tighter credit standards, and many potential sellers simply don&#8217;t want to list until prices rise more substantially.</p>

<p>&#8220;We expect a seasonal rise of inventory in the spring to help, but a seller&#8217;s market may be developing,&#8221; notes Yun.  &#8220;Much of the West is already a seller&#8217;s market for homes priced under a million dollars, but conditions are much more balanced in the Northeast.&#8221;</p>
