			<content:encoded><![CDATA[<p>  &#8220;Mortgage rates increased by the most in a single week since 2011, and refinance application volume dropped to its lowest level in almost two years. However, applications for conventional purchase loans picked up by more than 3 percent over the week,&#8221; the MBA&#8217;s Michael Fratantoni said. </p>
<p>  Mortgage applications to purchase a home are rising for two reasons: Buyer demand is increasing, and those buyers are afraid rates will go up dramatically, so they want to lock in fast.   </p>

<p>  Alicia and Ryan Diederichs say they are in a race against time. A job transfer recently sent them and their three young children to Oceanside, Calif. Now crammed into a small rental apartment, they are hoping to buy a house quickly. </p>
<p>  &#8220;I&#8217;m afraid we&#8217;re going to miss the boat,&#8221; said Alicia Diederichs. &#8220;I feel like we might get priced out of the market in a few months, and just depending on the mortgage payment whether we could afford it if the interest rates go up more.&#8221; </p>
<p>  The Diederichs need a large house to fit their family, but home prices are rising fast on the California coast, and they have not yet locked in a mortgage rate. </p>
<p>  &#8220;Ideally we would do a 30-year fixed, but it&#8217;s all going to be dependent on the end mortgage payment, what we can afford, so we would have to look at an ARM potentially if rates continue to rise,&#8221; she said.</p>

<p>  The combination of sharply higher home prices and rising rates is squeezing buyers who are already facing tighter underwriting standards. In order to qualify for loans, they must fit into strict debt-to-income calculations, and those calculations change with every increase in mortgage rates. </p>

<p>  Concerns about rising mortgage rates, which spiked in to the mid-4 percent range in just the past week, have dampened expectations for home price gains this summer. Analysts also worry that prices are rising too fast, far faster than income growth, and will soon price too many potential buyers out of the housing market. </p>
<p>  &#8220;Today&#8217;s Case-Shiller numbers may reflect where the housing market has been in some of the frothier metros, but they are not indicative of where it&#8217;s headed,&#8221; said Zillow&#8217;s chief economist, Stan Humphries. &#8220;The housing market worm has turned over the past few weeks—inventory levels are beginning to show signs of easing, and mortgage interest rates are creeping up. Going forward, both of these factors will help mitigate extreme price spikes caused by very strong housing demand and very low housing supply.&#8221;  </p>
<p>  This latest report only tracks prices on a three-month moving average through the end of April, well before mortgage rates began their climb. Still, Blitzer contends that rising rates will not slow price gains.</p>

<p>Andrew and Peggy Sheren can&#8217;t resist a good deal, especially when it comes to financing their McLean, Virginia home. </p>
<p>&#8220;We’ve gone from an interest rate from something like greater than 6 percent down to the lowest interest rate we currently have is three and an eighth percent,&#8221; Andrew remembers. They have refinanced their home four times in four years, taking equity out only the first time for a renovation, but essentially cutting their interest rate in half. </p>
<p>Negative economic reports of late have pushed the rate on the popular 30 year fixed to below 4.5 percent, the lowest this year and just about a quarter percent off the 50-year lows we saw last summer; adjustable-rate products are even lower. When investors see bad economic news, they pull money out of the stock market and park it in bonds. The price of bonds goes up, the yield goes down, and mortgage rates follow down. </p>
